Vw Beetle Radiator Fan Stays On

Why do my radiator fans run constantly on my 2000 vw beetle 2 0 1 answer.

I had to disconnect the battery to get the fan to stop spinning. I realize this sometimes happens in newer cars to cool down the engine but the fan is staying on for a long period of time after the ignition is turned off. Have to disconnect the battery because there is not a fuse relay anywhere under the hood or within the inside car panel. I have changed out both the coolent fan control module and the thermal switch.
